DescriptionThe Naval General Staff designed the Novik-class destroyers for use in tandem with Svetlana-class light cruisers; however, completion of the latter was delayed. For that reason, Vice-Admiral Adrian Nepenin, the commander of the Baltic Fleet, turned to the Naval General Staff with a request to install six or seven 130 mm guns on modified Gogland-class destroyers that were being built at the time.
